A rule per leave type

On the leave, not in an inbox
The document belongs to the leave it supports, so it's uploaded straight onto the request (a PDF or an image), not forwarded or screenshotted into a thread. The employee attaches their own; an admin can add or fix it on their behalf. Anyone allowed to see the request can download it to check.
